UAH: Ukraine operates a "managed flexibility" exchange-rate regime: the National Bank of Ukraine intervenes in the interbank foreign-exchange market to cover the war-driven structural shortage of foreign currency and smooth excessive swings, while letting the hryvnia move in both directions rather than holding a fixed rate. The NBU introduced this regime in October 2023, replacing the exchange-rate peg it had imposed at the outbreak of Russia's full-scale invasion, as a transitional step toward a fully floating exchange rate under conventional inflation targeting. EUR: The euro floats freely: its exchange rate is determined in foreign exchange markets, and the European Central Bank pursues a symmetric 2% inflation target rather than any exchange rate target or band.
