QAR: Qatar Central Bank fixes the rial against the US dollar at QR 3.64, a rate it describes as the nominal anchor of its monetary policy. The peg was authorised by Amiri Decree No. 34 of 2001, issued that July, replacing a de jure peg to the IMF's Special Drawing Right that had run since 1975; QCB's predecessor, the Qatar Monetary Agency, had already held a de facto rate of 3.64 per dollar since 1980. USD: The US dollar floats freely: its value is determined in foreign exchange markets, and neither the U.S. Treasury nor the Federal Reserve targets a level for the exchange rate.
