The peg was authorised by Amiri Decree No. 34 of 2001, issued that July, replacing a de jure peg to the IMF's Special Drawing Right that had run since 1975; QCB's predecessor, the Qatar Monetary Agency, had already held a de facto rate of 3.64 per dollar since 1980. GBP: Sterling has floated freely since the United Kingdom left the European Exchange Rate Mechanism on 16 September 1992. The Bank of England targets 2% inflation, set by the Government, and does not target an exchange rate.
