QAR: Qatar Central Bank fixes the rial against the US dollar at QR 3.64, a rate it describes as the nominal anchor of its monetary policy. The peg was authorised by Amiri Decree No. 34 of 2001, issued that July, replacing a de jure peg to the IMF's Special Drawing Right that had run since 1975; QCB's predecessor, the Qatar Monetary Agency, had already held a de facto rate of 3.64 per dollar since 1980. CAD: The Canadian dollar floats freely: the Bank of Canada states that the flexible exchange rate, or floating dollar, permits an independent monetary policy aimed at its 2% inflation-control target, and that the dollar's value is not fixed to any other currency or to gold. The dollar has floated continuously since 31 May 1970.
